INSIDER'S TALE OF A GRANDSLAM WINNER by Arriane Diamante Ibanez


How many times have you passed by Cadiz West II and simply ask yourself “what’s with this school that made it the ‘most effective’ of all the schools in the city?

When I was applying for a position in the Division of Cadiz, it was really a dream to be a part of this simple yet prominent school. Maybe because I was enticed by its façade, not just pure old buildings, but furnished with various living things, unusual for most of the schools I’ve seen in the place. Or maybe because I was rapt by its gray-haired, dignified and respected school head. Now I reckon my perception of the school hasn’t failed me. Well, I don’t want to sound like I was lifting our own chair, but the school auspiciously bagged most of the awards in the recent school evaluation in the division.

Quadruplets.

For two consecutive years, Cadiz West II had been the consistent winner for the Search of the Most Effective School in the whole division. For this year, it succeeded to obtain the Most Effective Teacher - Mrs. Jocelyn Dominguez, Most Effective Principal – Mr. Joelito V. Oberes, the Most Outstanding Principal’s Office and for the third time, The Most Effective School in the second largest city of Negros Occidental. It’s like hitting not just two, but four huge birds in one stone. Isn’t that a great mark to leave behind?

What does it take to be an effective school?

Getting the ‘victor’s palm’ is far from a tour passing through a smooth boulevard driving the most comfortable, sleek and latest model of Porsche. Being the most effective school doesn’t mean that it’s a perfect school, or close to it. Let’s just say that Cadiz West II has its own “Best Practices” to adhere and pursue through the years. Practices that don’t only concern the school itself, but focus on the benefit of all the stakeholders involved in the educational process.

The school aims to have well-balanced academic and non-academic activities to be properly acquainted with life. So aside from actual classroom activities and to get in touch with the community, it has the AMLIG DUHAT (Amligan Duta, Hangin kag Tubig) Organization which involves volunteer teachers and students. The group caters environmental concerns, like Adopt-a-Shoreline Program, wherein quarterly coastal clean-up is performed, tree planting and Dalanon ko Tinluan ko to name a few. Waste management is also firmly implemented: Material Recovery Facility is present and 2 trashcans each room to separate the biodegradable and non-biodegradable wastes. Papers are regularly collected and sent to the BJMP, (which is also adopted by the school) to be used in making paper charcoals to replace the use of charcoal in cooking their foods, thus minimizing their expenses inside the detention center. Plastics are sent to the Solid Waste Management in exchange for noodles which are then used in the feeding program for severely wasted pupils in the school.

Another advocacy of the school is the “OPKU” or “Oplan Kulob”, a dengue brigade to screen the rooms, cover all containers and pour oil to the gutters which are possible places for mosquitoes to inhabit and reproduce.

To augment lots of operating expenses, the school has income-generating projects like the cafeteria, poultry and quail egg production, Container Vegetable Garden (VGC) and Gulayan sa Paaralan among others.

The ‘Heart’ of the Educational Process

The admirable and good performance of the pupils in and out of the school and the results of examinations affect a great deal in winning this award. The increasing result of the National Achievement Test significantly boosts the rating of the school in the evaluation.

But though the academic aspect of the educational process is vital, the school doesn’t just focus on this. It hones pupils’ minds and abilities through various activities and incentives to motivate learners to love learning, somehow reduce the dropout rate and meet the laudable challenge of developing multiple intelligences. Remarkable pupils who top the class, helpful, and behave well inside the classroom are awarded during the Star of Excellence which is held quarterly or after every grading period. The Speech Fest is another program for those endowed with good facility of the English language. The school also organizes Science Fair during Science Month which showcases an informative range of Flora and Fauna. OPRHA or Operation Reading High Ability is another program of the school which occupies almost an hour of the whole day schedule and involves remediation for pupils who have reading difficulties.

The Indefatigable League of Mentors.

Doing the common things in an uncommon way might be one of the qualities of teachers in this school. Other teachers might be happy if they won’t be given a part in a program and grumble if given responsibilities, but in West II, it might sound odd, but if somebody’s name’s not in the programme, you might hear them say “diin di ngalan ko ya?ngaa wla ko di ya ulubrahon?” Everybody is indispensable. Everybody is utilized to work on something, as if work has become part of the sizzling blood kicking in their veins. Everyone is relentlessly doing the job delegated to them, with or without the Head. If work is needed, then you’ll have much more than what you want. I have been in this school for less than a year, but I’ve seen with my two eyes how educators passionately and diligently fulfill their duties as significant part of the institution.

Gray Hair Signifies Wisdom.

A school without a Head resembles a ship without a captain, a vessel with no apparent destination. Being a candidate for the Most Effective Principal is far from having a hassle-free life. But a hard-working and God-fearing individual can definitely outshine the others. A short moment with the Man-of-Action made me admire his personality more. Having the “desire to follow the footsteps of his model, Jesus, and always using the word of God as a reference” is one of the qualities he possesses. Despite all his accomplishments, I found out that he “still has the desire to keep growing, learning and changing.” Like a skilled juggler, he still manages to balance four fragile crystal balls in his hands: time with people, time for work, precious time with his family, and sacred time with the Almighty. Assured with his subordinates, he is “being visionary that every person has the capacity to perform exemplary duties and service” to the school as a whole. This well-regarded Westonian Principal is no other than Mr. Joelito V. Oberes.

When asked about his ‘secrets in winning’, he simply smiled and disclosed some of them: “know the people whom you’re working with, empower your teachers and appreciate their performance, be creative and innovative, apply reward system to all performing pupils, apply win-win solutions to every conflict, consistent overtime, fair dealings to all stakeholders,” and the main key is to “always depend on God and have a daily special time with Him through His Holy Word.”

The Essential Guiding Principles in Winning

As you enter the Most Outstanding Principal’s Office, you can’t help but be astounded by the delicately constructed “Core Values” that the Westonians adhere to:

Being the most effective school doesn’t end there, you will grasp the secret that after the long hike in an enormous hill, you will only find out that there are many more hills to climb and endure. But as Robert Louis Stevenson once said, “Is there anything in life so disenchanting as attainment?”

A TRANSFORMATIONAL LEADER


Quoting an old cliché’ ‘that leaders are born’, not all leaders are the same. There are those who serve and succeed while others lead and fall short. A few are still in the leadership scene and their performance shall judge them.

Some leaders rise using their wit and charm, others through a dynasty wielding their power, riches and influence and rule by intimidation. Nowadays, many are calling themselves leaders, but only a few deserve to be called one.

When Dr. XZ B. Dignadice assumes the headship of DepEd, some in the city education community may have been flabbergasted as she is not among those they expect to take the helm of leadership in the Division of Cadiz City. Cadiznons had no idea about her and her leadership and management style.

Unarmed with any political backing as usually happen to executive appointees and being a stranger to Cadiznons, she begins to capture the hearts of the local officials and the education community by showing them what she has as a leader.

Without using a magic wand or spellbinding rituals, Dr. XZ has begun the transformations in the city educational landscape. Prodding the teachers, who get used to being sloppy, to perform better, many have started to become busy. The elderly ones who can not catch up with her work pace opted to retire. Perform, look for another job or retire are the only options for the teachers.

Under her tutelage, school teachers and administrators are outfitted with the needed proficiency and expertise in the discharge of their duty through the conduct of numerous school based and division level trainings and workshops. As an effect, their performance has changed from mediocrity to quality.

Her advocacy to raise the academic performance level of the Cadiz City learners prompted her to require schools to conduct early reviews for the annual National Achievement Test. Gradually, from its dismal academic performance in the past, Deped, Cadiz City has improved its results and recently ascended to the 1st and 4th spot in Nat results regionwide, a feat which no other schools division superintendent has accomplished in the Division of Cadiz City.

The monthly team supervision and staff conferences during her stint, which critics say just a waste of time, effort and resources, have undeniably transformed lethargic classrooms and sleepy schools into vibrant and dynamic educational institutions, and changed the complacent and lackluster teachers into rejuvenated and gleaming educators in their job performance.

A few may have misunderstood her for being forthright and vocal and for mentioning their names if they failed her expectations but others have the wisdom to decipher it as her way of pushing one to work, be productive and contribute to her and others efforts of bringing the Division of Cadiz City to greater heights.

She may be hurting a few in her outspoken comments but one has to take time talking to her and you will discover that behind her tough, steadfast and candid personality lurks the affection of a mother who has no other intention but to help her children learn the value of quality work, be productive and do extremely well.

Indeed, Dr. XZ B. Dignadice has not only transformed the Division of Cadiz City but touched the lives of Cadiznons as well. Others may disagree, but her accomplishments and achievements during her stint as Schools Division Superintendent will speak for it.

THE ESSENCE OF TIME: EMBODIED BY DR. XZ B. DIGNADICE by Maricor V. Rosal - Becaro and Jovi R. Becaro


“Time is what we want most but use worst.” Time is a forever-flowing river. It witnessed the beginning of the cosmos and matter and will forever be present until space, itself, ceases. Its cascading flow of memories and dreams cannot be hindered. Life, itself, depends on time. Our destiny depends on time and how we use it. The essence of time, it resembles the essence of life.

Trapped in a dark realm of vexation and torment, Cadiz City was once progressing still but of turtle-like velocity. But this time, it was different; COMPLETELY different. The Division of Cadiz City has finally taken off from the forest floor of low-performing divisions to race against the winds of new beginnings. The division has done a vigorous climb during the 2008-2009 National Achievement Test Rankings; having 50.56% MPS (2007) to 62.35% MPS (2008) with 23.32% increase from Rank No. 12 to Rank No. 8 in the Region in Grade VI, progressing from 41.78% MPS (2007) to 51.49% MPS (2008) with 23.24% increase from Rank No. 14 to Rank No. 9 in the Region in Grade III, and rising from 39.31% MPS (2007) to 43.89% MPS (2008) with 11.65% increase from Rank No. 15 to Rank No. 10 in the Region for Second Year Students. The ranking has been advancing ever since and the division has received positive remarks due to its drastic progression.

All of these are the handiwork of a woman blessed with the gift to “control time”; or rather, she is a master in using and managing time wisely, using it to achieve the full potential and accomplish a current project she is tackling. But what most people don’t know, there are an array of experiences and achievements that molded this master of time into who she is today.

She was born on December 19, 1947 in Piliwan, Ajuy, Iloilo to Alfredo B. Barrido and Eustaquia Bacaling- Barrido. Her educational journey started at Luca Elementary School from 1953 to 1959, graduated her secondary education in Iloilo City Colleges, La Paz, Iloilo City in 1963.

And both her BSEED and BSE major in Filipino in 1967. Still undaunted, she took vocational course in Armamento Fashion Academy specializing in Dressmaking. But her thirst for higher education was not yet quenched. She enrolled in post graduate studies that enabled her to become a Master of Arts in Education, major in Administration & Supervision in 1976. And in the blessed year of 1991, she became a Doctor of Philosophy, Major in Educational Management.

Four national examinations were easily passed by this super lady with flying colors. Her charm and beauty proved equal to her mental prowess. She passed the Teachers Exam on September 24, 1967, Career Service Professional Exam on December 6, 1981. Management Aptitude Test Battery (MATB) on August 20, 1995, and the Schools Superintendent Licensure Exam on July 26-27, 1997.

If man be judged on how he worked his way up, then the life and work record of this sweet lady is in itself a testimony. She rose to the ranks of the most effective Schools Division Superintendents from her humble beginnings as an elementary school teacher of Luca Elementary School, District of Ajuy in 1968 to 1974 to her being the best ever superintendent of Cadiz City Division. She had been a part-time secondary teacher, Head Teacher, Principal I of Luca Elem. School, Assistant Principal of Luca Barangay High School, Principal II of Barotac Viejo Central School in 1981 to 1983, District Supervisor of the District of Barotac Viejo from 1983 to 1990, Education Supervisor I of Filipino in the Division of Iloilo in 1990 to 1991 before she became the Assistant Schools Division Superintendent in the Division of Iloilo. And her famous stint in the Division of Cadiz City as OIC, to her present post---Schools Division Superintendent.

The long list of her certificate of merits, recognitions, various awards and citations are proofs of her dedicated service and hard work as trainer, consultant, lecturer, writer, author, judge and leader. She had both international and national trainings, as well as local trainings that had molded her into what she is today. To some, she is a very kind woman of substance who initiated the positive change in the division of Cadiz and in the whole city. To others, the outspoken lady boss that seemed to never sleep, the boss who races with time, but the best grandma to Jonas.

This super duper woman is XZ B. BARRIDO- DIGNADICE, Schools Division Superintendent of Cadiz City. The very person who brought pride once more to Cadiznons by topping the NAT Ratings, by face lifting the schools in the division, and by being the mediatrix of DepEd and the city administration.

And she has only a simple wish--- to spend more free time with her beloved grandson, Jonas. Time she had invested unselfishly and devotedly to service. Time is what she asks now to be truly her own.

The Grandfather’s clock as our gift to her is actually a symbolism of who she is, what she is to us who dearly love her. Every sound made by this representation of TIME will remind her of how we value her or how we silently gratefully acknowledge the change she brought to our lives.

The fabric of time clothes life, itself. Let us put into our minds that the length of the fabric depends on how much effort we put into knitting it. Let us follow the footsteps of this astounding maiden of time and hard work. We control our destinies. We control the essence of time.

A Million Thanks To The True Icon of Leadership - BANY D. SARABIA is the MAN!


After many years of public service as an educator and manager, finally, a man who is a true icon of good governance in pubic service in the field of education, is writing the last chapter of his career.

But unlike others who left the public service, countless people are sad that this man is about to leave the education sector.

It is only during his time when people find the DepEd Office as the place like home. They consider him as a father who all the time is ready to listen to what they will say.

This man has given a lot of people the opportunity to serve in the government and let them prove that that they are worth to be given his trust. Relatives, friends and strangers are treated fairly, without his personal bias.

He will be remebered for so long...a man whose name is BANY D. SARABIA.
